I think you need Microsoft C++, DirectX, and a couple other things. Sam also made a forum of all the links you need to download for it to work. Does anyone know where the forum is, or everything you need? I would appreciate it if you could tell me.

On a serious note, I think if you use the automatic installer it tells you of missing prerequisites. I can't be 100% sure as I've not used the automatic installer since 0.95

Grand Theft Auto already downloads DirectX for you then it updates it once you get the 1.0.7.0 patch.

Once you install LCPDFR you can open your Diagnostics Tool and it will tell you what is missing.
