Apparently Rockstar has changed their EULA and now forbids modding as a bannable offense. Can anyone confirm?

​Except not necessarily. EULAs are of questionable validity (because there is no ability to negotiate terms, parties with grossly unequal bargaining power, and a lot of legalese the average person may not understand), and whether they mean anything at all depends on the jurisdiction. Rockstar does not have some inherent right to prevent reverse-engineering on "their game;" that's not one of the things protected by copyright, and their only grounds are trade secrets law (where reverse-engineering from a publicly sold product is often considered a legitimate way to learn the secret, although it's jurisdiction-dependent). That's why Rockstar tries to force a contract on you -- they don't have the right to prevent reverse-engineering, so they have to get you to agree not to do it. But contracts generally depend on both sides being able to negotiate, and ultimately it's generally a requirement that both sides agree on the basic meaning of the contract. Signing it means that can be assumed in most cases, but that's not so clear for EULAs.

About the EULA, yes they did. It hasn't been changed. Regarding bans, it's still unconfirmed.

​Can potentially refute. Take a look at any of the various GTA sub-Reddits and you'll see a lot of folks whining about being banned for modding. I'd get one myself but it's 01:24 and I'm going to bed in all of 6 minutes.

​We haven't heard anything from Rockstar yet, and there are people claiming to be banned for modding Singleplayer, and people who claim they're not banned.

You all know I've been modding the hell out of single player getting my feet wet for stuff I want to make.  I'm not banned.  Now - I'm not saying that you guys are liars... but some of you are... liars...

From my past experiences in terms of how a company deals with cheaters, they often watch for a weeks time, and they often don't ban you right away for your offense, but give a delayed ban - which results in making it "hard" for cheaters to flag what was caught them in the first place.  Its just the normal cat - and - mouse game for those users that wish to tarnish someone elses online experience.  

At this standing point - I understand entirely why Rockstar is taking this stance.  They are STILL making money selling Shark Cards.  They are still turning a profit.  They have to protect legit players, and encourage the use of IRL money purchase for in game content for those that don't have time, or don't care about money...  While I don't support this sales model, I understand it from a business standpoint.  Once the games become older, and the income from the Shark Card dies down, so will the aggressiveness from the company itself in terms of stopping trolls that download "online mods".

 

Until then - stop trying to ruin other players experiences in a online environment... and don't lie if you've been banned and you KNOW "Well, that one time... I did put on god mode, teleport, and even drop money all over the place...".

For those that have been banned using things such as a FOV mod - EvilJack gave a fine example of a player that is not abusive to the game, but wanted to make a change...  Remember when you submit your Ticket, Rockstar has heard it all before.

We have always appreciated the creative efforts of the PC modding community and we still fondly remember the awesome zombie invasion mod and original GTA map mod for GTAIV PC among many other classics. To be clear, the modding policy in our license has not changed and is the same as for GTAIV.  Recent updates to GTAV PC had an unintended effect of making unplayable certain single player modifications. This was not intentional, no one has been banned for using single player modifications, and you should not worry about being banned or being relegated to the cheater pool just for using single player PC mods. Our primary focus is on protecting GTA Online against modifications that could give players an unfair advantage, disrupt gameplay, or cause griefing. It also bears mentioning that because game mods are by definition unauthorized, they may be broken by technical updates, cause instability, or affect your game in other unforeseen ways.
