is there a way to use the ingame console in gta 5 to spawn stuff such as items, vehicles, etc? or is it just not possible with the current state of the game?

    Only in story mode and they have to be the cheat vehicles.

    One important thing to note is that GTA IV did not have a in-game console from start, it was added with the scripthook. The only way to "vanilla spawn" cars in GTA IV was with cheat-codes, same goes for GTA V.
