Increase the environmental lighting intensity and range in the ELS.ini file. 

I have it on the defaults, any idea what range would get it up to reflect on the road?

If you're referring to the coronas (headlight/taillight flashers), you'll need to set them in your VCF.

Sample:

[ CORONAS ]
Headlights = on, 0, white, white
Taillights = on, 0, red, red
IndicatorsF = on, 0, white, white
IndicatorsB = off, 0, red, red
Reverselights = on, 0, white, white
If you're referring to the light glow on the streets from your lightbar or the coronas, you can set how intense that is in your ELS.INI.

Sample:

[ ENV LIGHTING ]
Range_PRML = 40
Inten_PRML = 5
Range_SECL = 4
Inten_SECL = 7
Range_WRNL = 4
Inten_WRNL = 7

If you're referring to the glow around the lightbar's lights, you can set the intensity of it in your visualsettings.dat:

# Other emissive lights
car.defaultlight.emissive.on	600

NOTE: Don't go overboard with this setting. The following photo was taken with it cranked up to

13,850. Raise in moderation, or your lights will look like this:

If you're referring to how the glow around the lights is not a plus shape, that's an ENB.

Find that key in your ELS.INI and turn up the value. (Value shown in this post is my personal setting.)
