Before you continue to get help from others, just keep in mind that you will not be able to play LCPDFR easily. You can use it, but with many issues. For example, not being able to access the LCPDFR Police computer or LCPDFR testing menu. Along with many other bugs a few other users have had, including myself.

ENB itself is not the problem, the default configuration is. You just have to disable anti aliasing, I think the setting is ForceAntialiasing=false .

You are using the WRONG right theme!

I used ENB 0.777 for GTA IV, and I did disable AA. Nothing changed, and I still had Police Computer issues. So I would guess that it only works for some ENB's. I was using 0.777, and it's the most simple ENB.

So AA may not be the problem, but possibly something eles. Shaders maybe?

You need 0.082 for the Police Computer to work. Just btw, it's also possible to remove all effect files etc. without any problems if you still want it simple.
