Honestly, this site gets this particular message so many times. Next time, please use the search feature before asking this. I know you're new to this, but that's no excuse to not search about the error first prior to posting.

The solution is simple: run the installer as an admin, and make sure that your game directory folders aren't read-only.

Can we get a sticky up with this one particular message? Seems like most of the people who are new to modding are especially having trouble with this problem.

I would be happy to throw a sticky up, But, The issue with this is, The "READ THIS FIRST!" Sticky pretty much already covers this, It clearly states "Run the installer as admin", Unfortunately, About %75 don't read it and think that if they throw up the error will be enough, We have already included a trouble shooter and that has not cut down on it, So for now, We can do nothing but simply help them out or close their thread if they ignore the trouble shooter.

Help us, help you!

Yeah, I can see your point. I would suggest either making a file included with the installer that just says "RUN AS ADMIN.file" or make the installer only work when it is run as admin, and popup a message that says "PLEASE RUN ME AS ADMIN!" when they don't. I don't know why so many people are having trouble figuring out this step, since, as you said, it is posted right there in the "READ THIS FIRST!" sticky. If they aren't going to read that sticky, then yeah, they obviously won't read any other sticky.

I'll speak to Sam, Possibly make a pop up .txt file stating: What you need to do, and what you need to do if it all goes wrong.

Okay, so I am having the same problem. I am changing my files from read-only to non read only, then I try to install it, and the error message pops up. I go back into my GTA IV folder, and the damn tick box for read-only is checked again. How do I keep read-only off? It keeps coming back on.

Please Don't attempt to thread Hijack, if your having your own game issues, Post your issue in the support forum, Make sure you read the stickies first before doing so.

I had the same issue that you are currently experiencing. This is due to the "OfflineActivation" folder which cannot be deleted or altered in any way. To solve your problem, I would run Windows in Safe Mode, click here, and that should clear the problem. You may also want to check out this link, assuming you have Windows 7, although it is pretty much the same for other versions of OS.

edit: as JAM-Justin35 has pointed out, if the above does not solve your problem, please create a new thread after reading the stickies.
