Black Dots All Over

Hey. Recently I've been playing GTA again and I decided to install Kanyo's timecycle before I started playing and I noticed that there were a bunch of black dots all over the screen. I'm not entirely sure if it's his timecycle or if it's my graphics (sigh, integrated for now...). If anyone knows the issue behind this, that'd be great, but if not I'll try redownloading the game.

It's his timecyc.dat file he included.

Do you know why it does that?

Not a clue, when I used the timecyc mix I'd used prior, it was less "finding out what causes this so I can fix it", more "find out which file was goofing up so I can replace it"
