Name the skin police_sign_x (or something like that) then import with Open Iv/Spark Iv and Save/Rebuild.

(Take image, name police_sign_x or whatever, say cvpi_sign_x, open Spark/Open, open vehicles.img, open .wtd file, ex: fbi.wtd, click import, import skin, click save, then rebuild.)

option one (if its a image type file) -

first download spark iv for your version of gta iv or gta iv eflc , open spark iv.

find vehicles.img and open it and find where your vehicle slot is eg. polpatriot.

edit the wtd file and import your skin there under the name of the orignal skin eg.paintjob

and save and close, then save.

option 2 (if its a wtd file) -

first download spark iv for your version of gta iv or gta iv eflc , open spark iv.

find vehicles.img and open it and find where your vehicle slot is eg. polpatriot.

insert your skin into the wtd file.

click save.

First what you do after you download is save to desktop the picture will show up on your desktop

open sparkiv, open the wtd file, scroll down to police sign 1, 2, 3, 4, click import texture, wait a couple seconds for the skin to appear click save and close, then rebuild and save

Inside the .wtd file, I can only "save", or "save all" textures. There is no "import file". Am I doing something incorrectly?

I fixed the problem. I did open the .wtd file, but that's all I did. What I needed to do is highlight the .wtd file and click "Edit" instead of double-clicking it.
