I've noticed, whenever I arrest/stop someone I start to create a lot of attention, a bunch of pedestrians will usually stop what they're doing and just observe the arrest.

 

Nowadays, recording the police is a common practice, so why not spawn a couple of pedestrians whose primary function it is to record the police or just the arrest.
