You can remove the dirt in the vehicle.ide.  One of the last inputs is for dirt...change from 1 to 0.

 

EX:  

 

police, police, car, POLICE, TAXI, VEH@STD, VEH@STD_RI1, 100, 999, 0.2345, 0.2345, 0.2, 2, 1.0 ,0, ext_requi+ext_strong_+livery
 
The one I have in bold and underlined is the proper input.

I've attempted to contact him just recently, so far he hasn't replied. Although he said that he was willing to update it and make changes, I also suggested to add more liveries, correct the dirt mapping and make the lighting a little brighter. Although I think the front needs a little improvement as well or is that just me?

Correction, it works. I tested it out the wrong way. I used the 'dirt level' option of the car to see if they greyness of the car was still there. It was.

 

However, the police cars spawned by the game have no greyness on them.
