I can select my other police peds no problem but when I select my FBI ped in the trainer my character doesn't change and the trainer menu gets stuck on the screen.  Anyone know why?

This only usually happens if you're using a modified pedestrian model. Are you?

As Illusionary said, this is usually the result of a modified ped file. From my experience, this usually means that there is something wrong with that ped model. To confirm this, I'd recommend using the default peds and seeing if the problem persists. If you only get this problem with modded peds, then it's the ped model. If you get this problem with both modded and the default peds, I'm not sure. I'm also not entirely sure of the specifics, I suck at this kind of stuff; but it does sound like a problem with your peds. So to sum up everything I've said:

 

Revert back to default peds, see if the problem persists. If it doesn't continue, it's the modded peds. If it does continue, I'm not sure.

It's only some of my modded peds.  Ive been around the modding scene for seven years and never experienced this.  For instance, when I replace my troopers and cops with a certain model it works fine.  However, when I replace traffic cop and fat cop with the same model the trainer freezes....  Not sure what to make of that.

If I understand correctly, you're replacing two different peds with the same ped model? I'm not too sure about modding, but that may be the reason. If you want to completely remove a ped from the game, you can do so by deleting that ped through OpenIV. This will prevent the ped from spawning into the game, as this is what I did to remove the fat cops.
