As Hystery said, this is already implemented into LCPDFR. There's a chance that you'll receive an emergency call only to respond and find nothing there.

Well the IG text does say to track the phone number that called 911, but it never goes further for the player. Dunno if it could be made to be honest.

Oh, everything could be scripted, I think) Yard1 and Lt.Flash already have similar tasks in their plugins.
