Does lcpdfr 1.0 effect gta iv features? When im not on duty my phone comes out, enter a cheat etc. But when om on duty sometimes I can take out my phone while on duty, but most times I cannot take out my phone? Is this normal? Is this a LCPDFR problem or GTA IV problem?

I think this is a feature, and not a bug. You cannot use the taxi either. 

yeah same here. my phone just pops up randomly here and there once i've started duty. if you get the simple trainer mod you won't need to use your phone for cheats. it lets you basically do anything you want to the game.

Oh well that sucks, but thank you for responding, they should really take out the taxi and phone disable out. What if your car exploding? A real file police man would have to take a taxi, and in the campaign I cant use a taxi, they should REALLY take that out, and the phone too. So thanks for responding

I don't know why the whole phone thing is disabled/broken/whatever or if it can be enabled, but unfortunately the taxi can't be enabled as the mechanics of it are used for pulling over vehicles. Enabling the taxi option would make it impossible to pull cars over, and pretty much ruin the entire idea of the mod. Like others said, the trainer is probably your best bet.
