Forgive me as I'm not good with this sort of stuff but maybe if you made it DROT enabled?

As far as I know, I don't think it's possible. I think ELS 8's DROT feature could possibly make it rotate, but the speed of the rotors on ELS might make it look a little slow and weird looking.

 

Probably the best thing you could do is map ELS on it, and rotate the extra(s), kinda like what GTAPoliceTrucker did to his Spartan Gladiator firetruck.

maybe drot feature would work for your rota-ray if you define the rotay-ray model as siren1 and the els-texture as siren2 or so (but siren1 and siren2 have to rotate simultaneously) therefore you will have to look this up before
