GTA IV Complete Edition comes with the game and the three expansion packs, so that's probably what you want.

GTA Complete pack only includes the 3D Universe (GTA III, GTA Vice City and GTA San Andreas), Whereas the GTA IV Complete Edition includes both GTA IV and it's EFLC counterpart.

It'll say what it includes in the Steam store page (it'll state it in the description what games come in the collection).

If you want to me reply as soon as possible, then either quote or @CouthInk4  me as i'll be notified, a general reply will not notify me

You have:

GTA IV (only GTA IV, without EFLC) - 7,99€

GTA IV Complete Edition (GTA IV + EFLC) - 8,39€

GTA Complete Pack (Grand Theft Auto III, Grand Theft Auto IV, Grand Theft Auto: Episodes from Liberty City, Grand Theft Auto: San Andreas, Grand Theft Auto: Vice City) - 8,99€

I bought the complete pack few days ago, it was 6-7€. :)
