GTA IV continuous crashes in game

I am in need of assistance for my GTA IV game. I am experiencing game crashes after about 5 mins of gameplay. 

 

I am not entirely sure what is causing these annoying in-game crashes, but it only happens when I install any form of modification or ENB into the game. 

I have recently built and setup my new pc and currently running Windows 8.1 Pro x64. 

I believe that either AdvancedHook.dll or ScriptHook.dll may be one of the causes. 

If I open up AdvancedHook.log after an in-game crash, on the last 3 lines of the document shows:

I have tried many other ways of fixing my issue, but none have succeeded 
I have tried re-installing the game many times yet this has no effect
I've tried using both dsound.dll and xlive.dll (not at the same time) yet no difference
I've tried running the .exe files in the directory in Windows 7 Compatibility mode but that doesn't change anything. 
 
The mods I have been trying to use with GTA IV are:
LCPDFR 1.0c
icenhancer 3.0 (I have also tried CryENB v3 but the game still crashes)
ELS v8 
 
I have installed all the required files/applications for the game to run with mods. 
 
If anyone is willing to help it would be greatly appreciated. I have been wanted to run GTA IV and LCPDFR on my new pc ever since I got it.

This error is very common with ELS.  Try disabling ClearRandAiExtras, Ai_Els, changing the ASI loader, and/or disabling cruise lights for vehicles in their configuration file.

And GTA IV runs better in Windows Vista compatibility mode.

Yes the game does run properly when I disable the ELS for AI vehicles.

Even though this does takeaway some of the 'realism' of the gameplay with other police vehicles not using their lights. But if it makes my game run for more than 5 minutes, then that's alright.

So I've managed to get the game to run without crashing and with ai els enabled.

I removed the enb mod I had installed and its working.

I've tried all kinds of differnet enb's but the game just crahses when I install one.

I don't know if its my computer not being able to handle both ai els and an enb.

 

My specs are:

 

CPU: Intel Core i5 4460 3.2ghz (3.4ghz with turbo boost)

GPU: SAPPHIRE Radeon R9 270x OC 2gb

RAM: Kingston HyperX DDR3 8gb (2x4gb)

MOBO: ASUS H81M
