The game runs normal but when I start up LCPDFR the textures/map doesn't load and sometimes I'm left with no detail or usually no ground at all and its just blue. Anyone else have this issue?

This is because you have to many high-poly cars or to many mods installed at once and your computer can't support that much cars/mods. What kind of car slots do you have installed? This is the head cause of it. Usually problems like this leads to too many cars modded and installed into the game. If you use SparkIV, go to Vehicles.img, but don't click on it, in that bar, it should say the MB Size, how much size is the total of it?

Cdimages > Vehicles.img and it should say the size of the MB.

Sharpe-: I have no mods installed except for LCPDFR....does the amount of traffic affect it? And it works fine for vanilla, its just when I enable LCPDFR that it occurs.

Pretty much what unreal said. This is the most likely case why your game texture is disappearing. Try only modding 2 cars at a time. And see how that works for you. In the mean time, when you go in your game, and go to the start menu, and go to graphics,how much MB does it say down at the bottom? Example: 387/485 MB

I would suggest upgrading your ram, vid card and processor. At least start off with ram and see where that gets you.

Also get away from vista and onto win 7

Well that'd be hard to upgrade onto your computer since you have to open everything up and do all of that stuff.

If you have some money save up, just buy a new laptop/computer. Hehe. You can ask us here for support as well if you are not sure which computer system you should buy.

But I also as well recommending buying more rams and a better graphics card.

Well, take less mods out, reinstall LCPDFR, and clean your PC. That should help, uninstalling programs you don't need is what I meant......

LCPD:FR executes scripts in the background in the game that calls for aditional cars, pedestrians, AI functions, etc, which may be overloading your memory which meets the minimum requirement for GTA IV of 2GB. Vista and Windows 7 both take up about 1GB of RAM upon startup, and that's with a virgin system, not one with STEAM or messenger programs or any other crap. You probably need more RAM and your processor is about due for an upgrade. I'd say RAM for right now.
