sometimes I cant arrest suspects.aiming him and pressing E but he doesnt surrender.when pressed E, he stopes for 1 sec and start escape again.

If you disabled the callouts during setup, your obviously not going to get any callouts!

When you select "Disable Callouts", you are telling it not to give callouts.

just changing Callouts = False to Callouts = True in ini file can fix this problem? :D

Yes changing in the .ini will work.

When arresting, It happens to me also sometimes....

Sometimes they won't surrender right away and will continue to Resist. Not an issue, just chase them around and eventually get them on the ground. Then pull out a Gun or Taser and that should quickly get you to arrest them.
