Ok so when I open GTA 4 and go to graphical settings it will not let me change the settings up from low yet I have plenty of free space on my graphics card. Also I can't go onto 1920 by 1080 and can only stay on 800x600. I have not signed into a windows live account.

The easiest way would be to open the notepad that comes with Windows, then type -norestrictions and save it to your desktop as commandline.txt

 

Then move it from your desktop to the main GTA IV folder (where GTAIV.exe is). [You could also just save it to this location, but sometimes Windows doesn't like saving files to anything located in Program Files.]

Also the Moderators forgot that but this is everything that you will put in your commandline to make your game work if you do not have it in your game directory yet:

I will explain; 

-norestriction

Telling the game to apply no restrictions. 

-availablevidmem 10.0

Telling the game to apply restrictions to memory.

No flags added.

-renderquality 0
-detailquality
-frameLimit 0
-texturequality 0

This will make the game look horrible.

Plus vsync, view distance, render quality, detail quality, and texture quality are all options you can set to your liking in-game, so there is no point to preset them to the lowest before even starting.
