I've been playing on patch 1.0.4.0, but I switched to 1.0.7.0 in order to use LCPDFR. Everything's great, except for one problem: the ELS lights on the police cars aren't as bright. Before, the brights would have a realistic flash to it, but now it's just really dull looking and unappealing when I turn it on. What could be the problem? Am I using the wrong ELS for 1.0.7.0?

Or change the brightness of the lights manually by doing this:

1)Go to common/data and open visualsettings.dat with notepad

2)Search for "# Other emissive lights "

car.defaultlight.emissive.on xx

3) Change the value to your liking, I recommend a value between 20-60

4)Save

Why is this in the LCPD First Response support section?

Seriously, there's no excuse. This section (as you are told during the troubleshooter) is NOT for support requests in general.

when i do that and try to save it says "access is denied" what should i do

Right click, un-check read only.

Seriously I think we need to hire "sticky" searchers for the forum. Have people go around through pages after pages of topics and see what is common. Seems like every other hour a new post about the same thing comes up. Although stickies end up ignored like a search function.
