Hello Everyone. I have seen videos where people can patrol with both male and female officer. I was wondering how is that possible. I have been trying to figure this out. Is there really a way to patrol with a male officer and a female officer at the same time?

I guess they first changed into a female cop in the station, collected a female partner and then switched to a male cop trough the trainer. Either that, or the partner is just a trainer-spawned bodyguard (which the partner from the station is too, only it's slightly more intelligent).

I agree with SuperStumpje,

 

You have to replace a cop, fatcop, noose, etc. model with a female police model and (if you want) replace the sound/voice file(s) as well.

Its very easy, just get a female cop model, install what needs to be installed, and then do one or the other what SuperStumpje said what other people do.
