We'll have to wait and see if Rockstar will use a new engine or the same than in GTA IV.

It'll most likely be the RAGE engine, but take a look at Max Payne 3, it looks entirely different, so it will be like coding for a new engine, most likely. I'm not sure of what magic happens with G17s own scripting engine (like improving AI and such), but for most of it, LCPD:FR is just coded upon a API (aka scripthook), so it'll be pretty easy to reuse old code.
