Is this available anywhere?

So I was looking for some new non els cars and came across this video from "Netman" and I was wondering if any of you had seen anything like this on your travels through the internet. 
I know that the lightbar is run by non els and that the grill lights and back window lights are using the strobe mod.

I was hoping he had :( I was hoping someone else had made something like that or would be willing to make a few cars exactly like that.

I know all about ELS V8, I choose not to use it for a variety of reasons.

The closest you'll probably get is Bugz's vic, but that's ELS8.
