How to mod GTA IV

Hello All,
   I'm new to GTA IV. I have been playing and modding GTA SA for a while but have no knowledge about GTA IV. I've seen multiple forums online about modding GTA IV but there all different. I was hoping someone could guide me through how to mod GTA IV. I know SA has a little process to be able to start installing mods,l but as I said, I'm not sure what GTA IV's process is.


Im also wanting to install the following:
LCPDFR 0.95
ELS 8
IV County Jail V1.3
FireFighter mod by gangrenn 0.5C
vdH_K9script1.0.0
vdH_PoliceHelper_1.2.1b
Native Trainer
A few Vehicle Mods
A few Pedestrian Mods

My Computer Specs:
Dell Optiplex 740
Windows XP Pro SP3
AMD Athlon 64 X2 Dual Core Processor 4600+
3GB Ram
Direct X 9.0C
NVidia GeForce GT120 (Dual Monitor)
Sigma Tel Audio

This is a very broad question, and parts of your question belongs in another section of the forum. I would recommend you to take the time to read the manuals and readmes of all the mods that you download, pretty much all mods have detailed instructions on how to install them. 

 

Further, LCPDFR 0.95RC2 is not supported anymore and we close all LCPDFR 0.95RC2 topics on-sight.

I kinow with GTA SA you have to download a downgrader patch and replace the Mainscm Script depending on the version. I was needing to know if I need to do any thing like that with GTA IV. Do I need to edit anything in the directory before I can start installing mods?

You just need to have the latest version for most mods, which is 1.0.7.0, found on the Rockstar website. Unless, of course, you have it on Steam, which auto-updates. For vehicles and peds, you'll need OpenIV or SparkIV to open the archives where the files are.
