You could ask the video uploader, or you could probably make it yourself out of one of the Pierce County Washington sheriff's outfits by slightly modifying the text on the back.

Also, if I remember correctly the pack was taken down a while ago because the author/uploader did not give proper credits? I'm not sure though.
