[IDEA] Ability to turn off Ambient Scenarios

It happens every time. When I block off a road because of a small fire or something of the sort, some dumb cops try to ram through my roadblocks. Or worse, they sit at my barriers with their sirens stuck on. So, PLEASE, PLEEEEASE, in the next version, add the ability to turn off these.

 

[PS, I know that there is a "Multiplier" for that, and even if I turn it to zero, it still happens, so don't tell me that in the comments.]

Turning the multiplier to zero won't completely stop the events from happening, it will just reduce the frequency.

You can also set the maximum number of ambient scenarios that occur using:

AmbientScenariosMaximum=2

If you set this to 0 I'm pretty certain that you won't get any ambient scenarios at all. (this includes the random drug deals, drunk pedestrians, drunk drivers etc)
