No mods work for me

I'm new to lcpdfr and all the different mods it has to offer. I was wondering why none of the mods I download and put into my gta iv folder work? I follow all the instructions but none of the mods work. For example I downloaded an ALPR reader and whenever I press F5 it doesnt open up. Or with the trainer. I press F3 and nothing happens either. Same with the vdh police helper it doesnt work either.  I even downloaded the Scripthook v1.7.1.7 and that causes my lcpdfr to not work. I've searched all over to find the answer to these problems and I just can't seem to find an answer. Can anyone help me?

I have removed dsound from my directory and I have tried adding the trainer into the directory yet I still cannot open it while in game. Am I doing something wrong?

UPDATE: I have gotten the trainer to work. All I had to do was hold down the Fn key then press F4 for the trainer to open up! 

 

I did the same and tried pressing F5 while holding down the Fn key for Bravehearts ALPR but I'm not sure why it won't open? I've installed both .ini and .dll files. Is there a possibly explanation to this?

Alright this is my last and final update. Being the noob that I am, I didn't try adding the .ini. and .dll files to the "scripts" folder in the GTA IV directory until now. I've finally got all the mods working!

Yes, that would solve the issue. Mods ending in .net.dll (as well as other extensions, .net is most common) and their .ini files go in the scripts folder. Mods ending in .asi and their .ini files go in the main directory.
