Let's face it. Driving to where you want to patrol can be a pain. You always start out in Broker-Dukes (I believe; I don't know if there's a property system in GTA IV) and have to work your way out from there. This can be downright annoying if you wish to patrol in, say, Alderny. So imagine a system where you could enter a police station, go into a room, and be taken to a little mini-map where you could select which station you wished to exit from. This would eliminate the hassle of driving everywhere, and would allow easier variety and roleplay. I don't know if there's a script or something that adds this feature but I've seen nothing, so I'm leaving this here.

This is incorrect. You start out where you last saved the game. So for example, if you save the game in an Alderney safehouse, then you'll spawn in Alderney. That's a GTA system and it has nothing to do with LCPDFR. What you could do to progress your game is instead of the DSOUND ASI loader, use the XLiveless ASI loader. The main difference is that with XLive, you can't play multiplayer, as it removes Games for Windows Live from your game. To restore, simple remove xlive.dll and replace with dsound.dll.

 

Once you have XLive installed, you can download a savegame from the internet and place it in your savegames folder. The reason you need XLive is that for some reason, other people's savegames don't work while using XLive. 

Or if you don't want to use Xliveless, you can just download SNT (Simple Native Trainer) and mark a waypoint at the Alderney Police Station then use the Teleport To Waypoint option in the trainer

The property system is just like every other GTA game, you get a safehouse everytime you unlock an island. you have 1 in Broker, 1 in Bohan, 1 in Algonquin (2 if you decide to kill Playboy X and take his apartment) and there is 1 in Alderney (there could be two in Alderney i don't remember).

 

In the Episodes from Liberty City expansion/game there is 3 in total. TBoGT has 1 in Algonquin and TLAD has 2 (your clubhouse and a safehouse) both in Alderney
