Hi. I've filmed videos and stuff, and I'm signed in to everything...But how do I upload videos? I'm sorry. It's really my first time using the Video Editor. I'm using 1.0.7.0.

Thats what hes asking -_-, When you edit Videos in gta, you can upload it to Rockstar Games Social Club, Pretty sure you can also Export to a file location, and then upload it to youtube.

Yeah, you can. Exporting it to 480p, 720p or 1080p will cause the rendered video to be found in:

My Documents > Rockstar Games > GTA IV > Videos > Rendered

Ram: 16GB Skylake

Well first you edit it a bit (add camera angles, effects, ect.) then you choose what "p" settings you want. (I'd suggest 1080P) and click export to gallery. It can be found here:

My Documents > Rockstar Games > GTA IV > Videos > Rendered
I don't know how you upload it to Social Club, I've tried multiple times and it's just failed. Just upload it to YouTube instead.
