How do I make both nstockade and pstockade have their own handling lines?
Do I change something in the vehicle.ides?

I'm not entirely sure you're able to do that, considering the main differences between the Stockade, Police Stockade, and NoOSE Stockade are just cosmetic; the liveries are different as well as some of the parts (sirens, lights, and rambars) are extras added to it. It may be hard coded into the game itself that it only runs off of one line. I could be wrong though.

You would have to put them on a respective handling id for which ever model you want to switch it to in the vehicles.ide

in your handling.dat make one for each (example PSTOCK and NSTOCK),

then in your vehicles.ide change the 4th value to P or NSTOCK (ex. pstockade,     pstockade,    car,        PSTOCK,)
