Should MSP be held accountable for this fatal crash?

I was watching the original dashcam video of this when I stumbled across this, a mother & father are wanting Michigan State Police to be held accountable for the death of their son who was killed in a fatal head on crash cause by the driver of a pickup truck going the wrong way, they said he could have stopped to warn the driver of the danger ahead, but didn't, but in my opinion, how was he the Officer to know that was him?  or even have time to stop, if not the kid, someone else would have been killed, watch the clip & leave your opinions below. the other cop DID warn a driver of the dangers ahead, but he was already initiated in a traffic stop.

My personal inbox is not the support forum. I don't mind helping  you with your issues, but you are responsible for your research.  I am not a page in a manual, Google, or the forum search function - look through all three before asking.

It's a tragic event, but to be honest, it looks like they are trying to pin their sorrow, they need a scapegoat, someone to blame for the accident. Sure, the officer could have moved out in the road and risked him getting run over, and possibly causing even further damage. I think it's wrong to blame the officer, it's not a lot to do in this situation. 

 

My question is: Did the victim slow down the second time at the sight of the lights, or did he just switch to the left lane for a "take-over". Not saying he is to blame, only the wrong-side driver can be blamed for this accident. And as Slimory said: the other cop DID warn a driver of the dangers ahead, but he was already initiated in a traffic stop.
