I run an EVGA GeForce GTX 670 and it gives me excellent quality and FPS, so I'm assuming the 760 will be better. (mine is 2GB & 1000ish MHz)

Anyways my question is will I be able to play GTA4 without lag now on high settings because with my Radeon 7770 it lags. I have the Phenom II X4 955 BE processor and 8GBs of RAM.

You should be able to play on high settings, but i'm not going to guarantee it with the CPU you have. The reason why is because the 760 is a pretty powerful card and you have a pretty bad CPU. You will bottleneck on more CPU intensive games like Arma II for example, but on GTA IV you should not have that many issues. As aCoD Prodigy said, you most likely will not run into problems with your GPU however your CPU may cause problems. I'm not an expert with AMDs though so I can't say anything for sure -- if you go with Intel I would suggest one of the more powerful i5s (I myself have an i5 3570k). As for the RAM, 8GB will do for sure.

Yeah I'm thinking about getting a new one and idk if I want one of those or an Intel.

You'll be fine. I had that CPU with 6GB and a 570GTX and it ran well.

I think you need to buy a new CPU as you're not getting the full whack out of your GPU. Still, you should be able to play on high settings just fine.
