So today I decided to start working in 3DS Max again I first started using back in GTA SA for car models.. I am trying to figure out how to import and export GTA IV cars through 3DS Max if anyone has any idea please let me know any help is appreciated!

You need:
1 - Current OpenIV - http://openiv.com/
2 - 3Ds Max 
3 - GIMS Evo for GTA IV - info can be found at http://www.gtaforums.com/
 
Steps:
1 - Run OpenIV
2 - Extract vehicle model to openFormats
3 - Extract textures 
4 - Run 3Ds Max
5 - Start GIMS Evo for GTA IV
6 - Press import button
7 - You should be good to go
 
OpenIV's  channel on youtube goes through importing vehicles and map files for Gta IV/EFLC
