When i load up GTA IV, the graphics appear, but when hit ALT+P, the graphics disappear such as roads, trees, buildings, people. Any suggestions?

I would try hitting p (just P) again and see of that helps. It turns on/off definition something (drawing a blank right now of what it is really called). I heard others have had problems with that. If that fixes it you can change that key in the settings of the game so it wont happen. I have never saw any problems with it so I never messed with the settings for that. That's where I would start.

This is mostly caused by car mod (High Poly car mods taking up the games memory so much that the game fails to load textures) Solution: Remove a few car mods and replace with deafuaults , See what happens, If you don't have back ups you might have to re install, Also, LCPDFR Doesn't cause this problem, can you please post your system specs?

This is caused by your graphics card not being able to handle the game. This can be caused by car mods, or sometimes even without them, depending on the card you have.

Car mod need much more Graphics than default . i had problems on that mods .

I haven't downloaded any car mods, the only thing i have downloaded is the 0.95 download. It happens on single player when I am driving and even if i don't hit ALT+P it will still do it

Yeah, sadly that means that your graphics card is unable to handle the game. GTA IV requires a pretty good system even by today's standards. That's just how it was made I guess.

Intel Graphics is not even a graphics card. This is where the processor tries to render graphics as a graphics card would, but it is nothing compaired to a halfway decent graphics card. As such, you cannot run GTA with that.

This, Intel Graphic integration is below the standers for running the game, And with such, Your game will surely lag/have texture problems.
