Fraps won't help with your lag at all, try figuring out your average FPS instead of posting a video.

If you have modded cars, replace them with the original cars and try to load a new game...!!!

Game booster 3 which is a free download, amounst many other things has in tools section the ability to defrag your game file.

Defrag and optimise your gtaiv folder. IAfter a lot of messing about modding my GTA IV folder I had an issue with lag, after defraging it there was a huge improvement. It might work for you, it might not :)
