GTA IV won't start using patch 1.0.4.0 + d3d9.dll error HELP!

Let's start of by this....

I have a disk version of gta iv. I installed 1.0.4.0 by using an automatic installer. When I run the LaunchGTAIV.exe by administator, my disk spins hard but after a minute, but it wont even start. Any help?

Installed mods... ENB, LCPDFR 0.91, car pack - 195mb + 2 CHP cars....

Oh and I got an issue of the d3d9.dll. It says,

LaunchGTAIV.exe - Bad Image

C:Program files (x86)Rockstar GamesGrand Theft Auto IVd3d9.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administator or the software vendor for support.

Try using 1.0.7.0. I think lcpdfr doesn't work with 1.0.4.0. Not sure about 0.91 but give it a shot.

 

Like I said, I like 1.0.4.0 because of graphics and better enb. I know 0.91 can work for 1.0.4.0 so yeah. I have a 1.0.7.0 folder already so there's no need for "trying".

Okay, then my next guess is probably some of the mods are not compatible with each other.

Delete dsound and install xlive otherwise the game will force you to update to patch 7 as soon as you get in-game. As for the d3d9.dll error, try using another one.
