That error only appears if you are't running the software properly as administrator. 

im running everything as admin

I had this same problem, I think. Download this from here: http://www.microsoft.com/en-us/download/details.aspx?id=30679

Depending on whether or not you have a 32bit or 64bit, you will need to download a certain one. If it is 32bit, download the x64 version from the link. If it is 64bit, download the x86 version. See if that helps.

No, if you have a 32-bit you download the x86 version. x86=32-bit. If you have a 64-bit, you download the x64 version. x64=64-bit.
