So I lost half my files in GTA IV. any ideas to get them back?

What do you mean by 'lost'? Did you overwrite them with a mod, or did you delete them? More details on how it happened. 

so I installed some cars and vehicles, It was an RCMP pack on 4shared, I played, went to bed then this morning most of the files were missing on open iv and when I start my game, the screen stays black

Then I'd recommend you to use the backups that you made previous to installing the mods. 

Uninstall, Reinstall. And this time be sure to backup your files.

No, reinstall the game. 

STAAAAAAHP DON'T REINSTALL!! Anyway, I presume you messed up your vehicles.img file, of which you can find a backup of here: http://www.gta-downloads.com/en/gta4/file-backups/10674-models-cdimages-folder-backup.html

OP, download files from the internet on your risk. 

I wouldn't recommend downloading a backup off the web. Like ineseri said download at your own risk but it's better to reinstall and save a copy of your backups so you can use them later if needed.
