looking to join an online clan, am not sure if this is where i post this but am new to lcpdfr and am looking to play with some other people, if so how do i do this i have downloaded team speak i just dont know where to go from here 

For the LCPDFR TeamSpeak, you go to this page: http://www.lcpdfr.com/page/teamspeak and then go to the TeamSpeak server address, which is "ts.lcpdfr.com". Connect your TeamSpeak key to your account in the TeamSpeak client and you're ready to go. Be warned that the TeamSpeak is pretty much unused, except during Radio Fridays

To play MP with someone, I suggest you to post here ('?do=embed' frameborder='0' data-embedContent>>), for clans I suggest you wait until the Group section is up and running again. Hope this helped.

how do i play multiplayer what do i need?

To play multiplayer you need a legal and up to date version of GTA IV. Start up the game and open your in-game cellphone, highlight and select multiplayer. You do this all from your single player game. When you are in the multiplayer lobby, you can choose to host or join a game. Be warned that using mods in a public GTA IV multiplayer game may be frowned upon and should be avoided. I recommend you to use >this thread if you want to play with mods online.

Another word of advice unless you don't already know - if you're planning on joining up random lobbies, make sure you don't have any car mods in your game. This will cause you or the others to crash.

if i do have car mods how do i reset them to be normal again?

Unless you have the Steam version. If you do have it, I can walk you through on how to verify your game cache and download the file back.

I would love to know how to do this...for my own sake.  I've reinstalled the game enough times lol

Find the desired game in your Steam games library. Right click it, select properties. Go to local files, then select the option "verify integrity of local game content". Let it finish, it'll take a few minutes, FYI.
