I don't think it would cause a lot of issues with the game, but it would definitely be eating up some resources, especially if it changes every few minutes, like you explained.

I think FPS would be lowered a bit, especially if you already have a not-so-good computer.

Indeed, anything that require the CPU to work will slow down GTA IV.
