handling.DAT

&

vehicles.IDE

In the future, please make backups. Downloading files from the internet may be risky, even if it is from a trusted source. Here you go anyway: http://www.gta-downloads.com/en/gta4/file-backups/

That's for version 1.0.4.0, I once downloaded it there and it messed up my game and then I looked and realized it was for patch 1.0.4.0.

I suggest that you reinstall the game.. then backup the files before you install mods and stuff

If it is a Steam version, try to "verify cache integrity" (it should restore ALL changed files)
