Photoshop, payware. Paint.net, freeware. Also, if you're bold enough, MS Paint, which should already be installed by default with Windows. I don't suggest using MS Paint, though.

Like I said, it's payware. However, you can use the free trial, which lasts around a month. All you have to do is create an Adobe Creative account. Here it is.

 

You could also attempt to download the full free version via a torrent but I STRONGLY advise against that.

 

How about Paint.net? Is it a website link? If not link please? Sorry if I keep asking...

I use Paint.net quite a bit, it get's the job done well. Though, Photoshop is easier to work with, Paint.net is free after all. Here it is to download. It should be in the top right corner, where it says "Free Download Now".

I don't know how to interlace an image with a link sorry. May I suggest asking someone like Yard1? He's got an link inside of his image, in his signature, and I know he's a really cool guy so I'm sure he'd be willing to tell you how.
