I believe I linked a guide, if not, it's in the LCPDFR knowledge base. 

You can try removing AdvancedHookInit.asi and installing the taser manually. If that doesn't work, I have no idea since LCPDFR is not yet loaded at that point.

Crap. It worked perfectly but when I installed the hotfix for LCPDFR, it stopped working again when it said Loading - The cousin bellic it crashed on me

I think I didn't install LCPDFR 1.0 correctly on the manual because when I start GTA IV and when I get to the spawn, it said's LCPDFR_loader.loader. Here is my folder if you want to see:

OMG THANK YOU! IT WORKS! But another problem, I have trainer installed but whenever I press Y a taxi spawns.

Great! For the trainer thing: Make sure that the trainer keys are disabled by going to your GTA IV folder, open trainer.ini, hit CTRL+F, type in KeyBindingsDisabled=0, click on Find Next and replace 0 with 1. This should solve your issue.
