Most ENBs are quite performance heavy. Post your computer specs to help us get a better understanding of what you could run. 

If your computer is way too weak, consider using timesyc mods instead.

Most ENBs will hurt your performance. I suggest using these timecycle mods, they also make your game look realistic:

Also, for the visual settings file, i have ELS also installed, and i know it will over right that, Will that affect ELS at all?

liberty timecycle v3 by fabricuiz or stunning graphics imo are the best looking non enb graphic mods or if you can try low end enbs on gta 4 mods.com...searching can do wonders

Yes, I love it. By grainy, it's like.. "staticy"? You know if you were to turn on an old TV that isn't connected it would look.. "fuzzy"?

 

Yes, it replaces the ELS file, but you can just turn up: 

# Other emissive lights			
car.defaultlight.emissive.on	30.00 

I usually turn it up to 80 (it depends on which visual mods you're using). It does not effect ELS (other than the part I just talked about).
