Just a bug, not a crash, 

Don't know if you guys know about it but when I arrest a suspect and call for a transport, (Control) will dispatch a car to pick him or her up but once the blue bimp shows on the map it disappears a second later. You can hear the siren also and then just disappears... 

 

May be an intermitant problem... not sure...

I'm having the same problem on my end. And after a few reattempts to spawn the transport car, the game crashes.

I don't use any mods other then LCPDFR 1.0, ELS 7.0, and one noose modded police car at the moment 

At least your transport spawns, my game crashes after about a second following me calling for transport

It could be that ELS is set to delete AI vehicles using ELS once they are a certain distance away from you.  Go into the ELS ini file and find the ELS_Range_Ai value; it is under the [Misc Settings] section of the ini.  Try increasing that value; I have mine set to 500.
