LCPDFR crashes when entering station

This mod is a very excellent mod and since I just got GTA 4 working again, I've been anticipating the release for a long time and I am finally ready to explore it myself. I re-installed GTA IV to a clean install, then added LCPDFR 1.0 as the first and only modification using the manual method. Everything was going great until the game crashes when loading the LCPDFR mod. The loading screen pops up with the flashing LOADING then the flash slows down and the game crashes. I've tried everything and read through the LCPDFR log and noticed an interesting error (attached). Any help would be greatly appreciated.

Legal copy of the game? Running the game as administrator? Latest patch? What other mods are you using? What operating system are you using?

In the mean time, can you tell us what operating system you're using, what other mods you're using, how you installed LCPDFR and make sure you install these too:

-Yes legal copy

-Yes running as administrator 

-Latest patch is 1.0.7.0 

-This is the only modification (no other modifications)

-Windows 7

-I installed LCPDFR by the manual installation

 

Installed all of those, and when I tried again they all said successful.

I can't even find this file in my GTA folder. And windows says that the xlive.dll causes the crashes when entering the station.

Okay you have deleted the file already, right?

 

Now from the manual archive, navigate to /lcpdfr/ and copy the LCPDFR.ini to your game folder/lcpdfr.

Please do not PM me unless really necessary (knowing you helps). If you think you need my attention in a topic, tag me.

I tried that and now it's crashing while the game is loading, when you can see the characters of the game.

EDIT:

 

So I got the game to work, LCPDFR worked and everything...until after I installed an ELS pack...the game loads but crashes when starting a new game.
