I would probably say photoshop or gimp is probably a good programme because there is a lot of tools you can use. Apart from that I don't really know anything.

 

I use Paint.NET, it's free and easy to use.

I think you should just use the one you like the most to make skins it would be easier to make them in a programme you like and know how to use.

Each model should come with a template, which is used to make the textures.
Here is a link to a template, do not use this is as a real template, as it has some small mistakes I think. Its the only link i could find for a template.
