in the folder : common - data - you can see a file 'visualSettings.dat' , copy into your GTA IV - Common , data & Replace the old one with it , ( make a backup of old visualSettings.dat in your default )

You can do what WassiRossi said, or if you want to manually do it, open up visualsettings.dat and mess with the values under #Other emissive lights.

I would recommend setting it to this:

car.defaultlight.emissive.on	90.00

Or even higher, I used to have around 140 when I used ELS. 

Using ENB makes the ELS look overral... stunning.

 

But yeah, like pretty much everyone said go into your visualSettings.dat and screw 'round there.

I think that when it's higher, it just loosed colour, especially in the British cars, it all becomes white eventually. That's probably just cause I don't have an ENB in

We'll try the luminescence mod. It was made by the same person who made ELS. If you Google search it, it'll be easy to find.
