That would be decreasing graphic settings and using commandlines.

I have pretty much reduced my graphic settings all the way down, do you have a good commandline? 

 

Also, I have heard of Large Address Aware. If this increases RAM that can be accessed, while this ultimately increase FPS?

you could but a new graphics card. that's what i did and it helped but i don't know if that matter for FPS. :)

Like he said, make sure all unneeded applications are closed. Also, if you're looking to buy a new graphics card, try searching around youtube or benchmark site's. This will give you a pretty good idea of what type of graphics card you will need, and what price range it is in.

Upgrade your GPU to something like a GTX 660 or 650, should have at least 512MB of Video ram and 8 gigs of ram is recommended due to windows using some of it.

 

Your CPu could use an upgrade as well, not lookin too great for GTA (Its very un-optimized for a PC game since it was ported over from console).

 

However if you dont mind your lights looking a bit dull ingame, and no sky on certian times of day I have the perfect thing that actually helped me on the crappiest of laptops. Obviously you should be on low and have everything down in gta (Graphics settings), but try this fix.

Place it in the corresponding folders. After adding it I gained a good 10 or 15 FPS and no longer lag when playing :D
