GTA IV Won't Initialize

OK, so I got pissed off with dealing with Best Buy and just bought GTA IV from Steam for $9.99 because of their fall sale. I downloaded Steam and installed it and downloaded and installed GTA IV, but now I can't get GTA IV to start or anything. I click the play button in Steam for GTA but it does nothing. I know they are having issues with the serials not working, but that should only deny me multiplayer access, I should still be able to get to singleplayer and play, right? I have been dealing with this since about 12:00 pm today. I'm off to work until 10pm and hopefully I can get help.

Are you running the game as administrator? Do you need to play online btw?

That's the thing, I don't know how. I've never used steam before so I don't know where anything is located. Also, I'm not concerned about online, just single player.

Steam is a giant mess with this kind of thing. Try making a desktop shortcut or looking for the file location (Should be:    OS (C:)>Program Files (x86)>Steam>Steamapps>Common>Grand theft auto IV>GTAIV.

From there, launch "LaunchGTAIV.exe" as administrator. :P

It's installed in the steam directory. "Steamsteamappscommon"

You could try using xlive if live is acting up.

OK, thanks. I ended up getting into there, but it says live.dll is missing, so I put xlive.dll in from my laptop but it still says that xlive.dll is missing.

EDIT: OK, so I'm home and I tried running it as an administrator but nothing happens. I've tried running it in Windows 7 compatibility mode and Windows Vista, but still no dice. What should I do now?
